Does the 1800mg mean that each capsule contains 1800mg of 4:1 golden seal extract? it would appear that way, I am just making sure.

Yes! Each capsule contains the equivalent potency of 1800 mg goldenseal.
The physical capacity of the capsule is 450 mg. If the capsule was filled with regular Goldenseal, then the dosage per capsule would be 450 mg.
However, since the raw material used in this product is a 4:1 extract, it would be the same as stuffing 4 times the amount of regular goldenseal into the capsule.
The resulting potency is thus 4 x the physical space of 450 mg, or 1800 mg.
Directions
Take 1 capsule, 3 times daily, with meals.
Cautions
Avoid use during pregnancy.
Those with ragweed allergies should use sparingly.
