Description
When Sea Otters were first discovered in the late 1700s, they ranged from Baja, California up the West coast of the U.S. and into Alaska, Russia and Northern Japan. In the early 1800s, however, the Sea Otter was hunted to near extinction because of its luxuriant fur. But the Sea Otter is a tenacious animal and small groups managed to hang on in isolated areas. A raft of approximately 50-200 Southern Sea Otters was unexpectedly discovered along the Big Sur coast in 1938. Since that time until 1995, the population in California made a slow but steady recovery, although nowhere near the 20,000-30,000 that at one point flourished along the California coastline. Since 1995, the Southern Sea Otter population has been experiencing a continuous, sustained decline. The population has hovered around 2,000 animals since then. While no one has a definite explanation for the decline, it could be related to pollutants, entrapment in fishery traps or gill nets, habitat degradation and food scarcity.

The essence of the current American rule on Traditional Uses is, as stated by FTC, "Claims based on historical or traditional use should be substantiated by confirming scientific evidence, or should be presented in such a way that consumers understand that the sole basis for the claim is a history of use of the product for a particular purpose."
