There are different degrees of gluten intolerance and different severities of celiac disease. While oats do not contain gluten, many oat and oat bran products are processed in the same facilities as grains that do contain gluten such as wheat and rye. The fear is, whether real or imagined, that the oat products will be contaminated with trace quantities of gluten, and so for people with an extreme sensitivity, this could be problematic. However, long-term studies have shown that there is no damage to the villi in the small intestines when celiac patients are put on a diet that regularly includes oat products.
Perhaps due to the alleged contamination risk, many health practitioners place oats and oat bran in that marginal category for celiacs, particularly for those individual with an extremely low level of tolerance. If you want to play it safe, you could avoid it altogether and still find other alternatives for increasing dietary gluten-free fiber. Flax seeds and lentils are very high in fiber and both gluten-free. There are many high fiber breads and crackers available that use flax, rice flour, and amaranth, all of which are gluten-free. Buckwheat, despite its name, has no relation to wheat and is completely gluten-free and high in fiber; buckwheat flour makes great pancakes, too. Spelt and kamut grains contain the same offending protein as wheat and should be avoided.
